The game begins in Ciudad Juárez, a day after the events of the first GRAW, where the rebels have caused riots throughout Mexico. Despite the death of Carlos Ontiveros in the first game, continued the rebellion led by Juan de la Barrera, even spread to other Latin American countries including Colombia, Honduras and Panama, where rebel forces effectively closed the Panama Canal.
